Executive Summary
The rapid evolution of artificial intelligence (AI) and ubiquitous content-generation tools has transformed the global information ecosystem. This transformation has brought remarkable innovation, yet it has also unleashed unprecedented threats: AI-generated deepfake videos, large-scale impersonation scams, and the weaponization of misinformation at a velocity and scale beyond the capacity of current governance models.
This White Paper proposes a Global Governance & Verified Identity Framework for next-generation social media platforms, integrating robust identity verification, AI-powered content authentication, emergency response capabilities, and multi-stakeholder governance structures.
The proposal builds on models already submitted to and under consideration by the United Nations, G7, G20, and OECD, and is informed by domestic implementation strategies in Japan in coordination with the Digital Agency and affiliated development bodies.
